An ad hoc committee on business ethics decided that three major conglomerates owed damages to four independent contractors for nonpayment of disputed bills.

a. that three major conglomerates owed damages to four independent contractors for nonpayment of

I like A

C is easy to eliminate because it is not a complete sentence.
D is also clearly wrong "decided...to owe" is incorrect
E. is out because it needs "that"

Left with A or B, I reject B because it is not at all clear who "they" is: the committee, the conglomerates or the contractors.

IMO A.

decided that - that gives us A and B.

In B, "their" has no clear antecedent.

Hi Tani Wolff,

I would see as a simple question with just pronoun refernce error and eliminate all options except A......B,C,D,E have "their and they"----- this can refer to Contractors or conglomerates ....So only option that left with is A......

Decided that is Good if we know it....else i think just basic pronoun usuage knowledge will solve this problem :)
