Hi, the answer is D. The reasoning being:

The part of sentence "It is estimated..." has the subject "$50 billion capital" and hence it must preced the same.

Secondly, this activity has a present perfect tense " have left". This means the activity is done. The latter part succeeds the activity and hence will take the present form.
"To do is to be"
