How can the OA be B?

Did Incumbent I get over 50% of the vote?

(1) Challenger C got 49% of the vote.
(2) Incumbent I got 25,000 of the 100,000 votes cast.

How can the OA be B? Why not D? Explain anybody!

The answer cannot be D because we dont know if there were only 2 candidates. There could be more than 2 candidates and since no other information is given we cannot assume that Incumbent I and Candidate C are the only 2 candidates.

So St 1 is Insuff.
