From the question stem:
Democrats = 1800, Republicans = 3000, Total = 4800.

Stmt1:
Democrats For = 3/4 * 1800 = 1350
Republicans For = 2/3 * 3000 = 2000
Total for = 3350
No conclusive information about Females who voted For. Insufficient, Left with B, C and E.

Stmt2:
Gives you a fraction about the female voters who voted for from both the groups. The trap is that you don't know how many total voters voted For. The stem says the total of For or Against is 4800.
So it can't be B.

Combining both you have the fractions of females who voted For from both groups and you also have the total number of people who voted For the resolution. Hence both combined are sufficient.

C is the answer.
