Lacking information about energy use, people tend to overestimate the amount of energy used by
equipment. such as lights, that are visible and must be turned on and off and underestimate that used by
unobtrusive equipment, such as water heaters.

hi GMATKISS ,

I think , the first that is not referring to lights ,but to visible equipment .
, such as lights , is a non essential modifier just adding extra info about visible equipment

and I think the second that refers to the amount of energy used .

that-visible equipment
that-amount of energy used

My question basically is :
Can we use that( pronoun ) in the same sentence to refer to different things ?
