Building large new hospitals in the bistate area would constitute a wasteful use of resources, on the basis of avoidance of duplicated facilities alone.
(A) on the basis of avoidance of duplicated facilities alone
(B) on the grounds of avoiding duplicated facilities alone
(C) solely in that duplicated facilities should be avoided
(D) while the duplication of facilities should be avoided
(E) if only because the duplication of facilities should be avoided

Can any one please explain the answer to this question ?

This question has been discussed in previous post and most of the people have picked B.I couldn't find the logic behind E.

Let me chime in my 2 cents

When some one is building large new hospitals in the area what can possibly happen if the number of large hospitals increases?

Duplicated facilities or duplication of facilities

Its duplication of facilities. facilities are not duplicated like a carbon copy.

Thats how I read it. But when I read D & E both of them sounded really awkward.

Eventually I ended up choosing B

IMO, this is either a poorly formed Q or some thing thats too difficult
