Statement (1) => Train crosses a tree in 13 seconds. So if the speed of the train is v and length of the train is L then

L/v = 13 seconds

This statement alone is not sufficient to solve for v

Statement (2) => Train crosses a platform of Length 250 meters in 27 seconds which means

(L+250metres) / v = 27 seconds,

This statement alone again is not sufficient to solve for v

But both statements combined are sufficient
