The phrase "urban gentrification" is a phenomenon in which individuals and private entities, rather than the government, are entrusted to improve the aesthetics of a neighborhood

A. is a phenomenon in which individuals and private entities, rather than the government, are entrusted to improve
B. refers to a phenomenon in which individuals and private entities, rather than the government, are entrusted to improve
C.is a phenomenon entrusting individuals and private entities, rather than the government, to improve
D.refers to a phenomenon entrusting individuals and private entities, but not the government, to improve
E.has reference to the phenomenon entrusting individuals and private entities, instead of the government, to improve

A is incorrect because we cannot logically say that "the phrase" is a phenomenon in which, etc. The phrase "refers to" - but is not equated with the phenomenon described.

I will go for D ?

Only B and D - use of "refers to a phenomenon" is correct.But B has incorrect subject verb agreement - "are entrusted to improve"

What is the OA ?

A. is a phenomenon in which individuals and private entities, rather than the government, are entrusted to improve- INCORRECT ( the phrase itself is not a phenomenon, but it should refer to or indicate about a phenomenon)
B. refers to a phenomenon in which individuals and private entities, rather than the government, are entrusted to improve - CORRECT
C.is a phenomenon entrusting individuals and private entities, rather than the government, to improve
-OUT (same as A)
D.refers to a phenomenon entrusting individuals and private entities, but not the government, to improve - INCORRECT ( this option does correctly mention refers to but incorrectly adds "but". "Rather than" is a more flexible conjunction. Instead of "but", "and" would have made the option look better.)
E.has reference to the phenomenon entrusting individuals and private entities, instead of the government, to improve - INCORRECT ( A phrase... HAS REFERENCE TO - AWKWARD)

IMO D, OA B but I dont understand "refers to a phenomenon in which"...it implies inside the phenomenon..which seems wrong.

Please explain

"rather" in B points to relative preference as in original stmt. "BUT" in D clearly says don't trust govt... , It changes meaning of statement.

IMO B

"in which" is a perfect prepositional phrase modifying "phenomenon" .. The prepositional phrase is acting as a modifier and does not mean "INSIDE THE PHENOMENON". Thus the modifier is giving more information about the modified noun "phenomenon"

OA, after some discussion
A and C imply that the phrase...is a phenomenon. The PHRASE itself is not a phenomenon; the phrase REFERS TO a phenomenon. Eliminate A and C.

In D and E, entrusting seems to be modifying phenomenon. The PHENOMENON is not entrusting individuals and private entities. Eliminate D and E.

The correct answer is B.

In B, in which is a prepositional modifier describing the phenomenon. IN WHICH is a very common way to describe the nature of a phenomenon or a process.
