Generally, a COMMA + with modifier at the end of a sentence modifies the preceding verb.
Thus, B implies that data ON THE INTERACTIONS are collected WITH INTERACTIONS -- not the intended meaning.
Eliminate B.

In C, D and E, there is no viable singular subject for affects and is affecting.
The only possible candidate is data, which technically is the plural form of datum but sometimes is interpreted as a singular, collective noun.
Even if we interpret that data is serving as the subject of affects/is affecting, the conveyed meaning is incorrect: the climate throughout the world is affected NOT by the data but by the INTERACTIONS between cosmic rays and man-made pollutants.
Eliminate C, D, and E.

The correct answer is A.

In the OA, the repetition of interactions is an example of a RESUMPTIVE modifier. A resumptive modifier:

-- repeats a key word in the sentence
-- adds additional information about that key word
-- often includes a that-clause
-- usually appears at the end of the sentence
