Cows or sheep -- Kaplan Problem

Which does a rancher have a greater number of,cows or sheep ?

1.The number of cows he has is less than 5 times the number of sheep he has

2.One-fifth of the number of sheep he has is less than the number of cows he has

OA is E

My answer was D.Seems like a simple one but need help on this.

Question : Is c > s ? (c = # of cows, s = sheep count).

1) c < 5s This is not sufficient by itself. Consider c = 1, s = 2 & c = 2, s = 1
2) 2) s/5 < c. Which gives s < 5c. Again not sufficient by itself.

Combining the two. C < 5s & s < 5c. The same two pair of values that I used for (1) satisfy both these criteria. Hence both
(1) and (2) together are also not sufficient. Hence E.
