IMO D.
(A) In assessing the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant. Who is assesing....wrong modifer

(B) The question of whether the rural migrant worker is better off materially than the urban working poor is irrelevant in assessing the problems that they face. ....they has incorrect referrent. The phrase " question of" is awkward

(C) A question that is irrelevant in assessing the problems that rural migrant workers face is whether they are better off materially than the urban working poor. ......Agreement problem Problems should have plural verb. Also it is awkaward construction

(D) In an assessment of the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant. .......Correct
HEre modifer is a noun phrase modifying a question.
Also comparison is correct and verbs are correctly used

(E) The question of whether the rural migrant worker is better off materially than the urban working poor is irrelevant in an assessment of the problems that they face. Same as B

Hi schumi_gmat, first of all thanks for the initiative.
But I'm kinda confused...the reasoning you gave for (C) - argeement problem

A question that is irrelevant in assessing the problems that rural migrant workers face is whether they are better off materially than the urban working poor. ......Agreement problem Problems should have plural verb. Also it is awkaward construction

I guess 'question' is subject and 'is ' correct agreement. what say ??

OR
should it be like this as per the above reasoning???

A question that is irrelevant in assessing the problems that rural migrant workers face are whether they are better off materially than the urban working poor. ......Agreement problem Problems should have plural verb. Also it is awkaward construction

Please correct me. Thanks!

In C when you introduced second "That" which is a restrictive clause modifying "problems" the verb should be plural and that changes the meaning as we need to talk about question and not problems
