There is widespread opinion that of all the manifestation of power, restraint in the use of that power impresses people most. In this essay I will provide support and opposite terms to this statement.
In first restraint in the use power not always impresses people. For example lust king of Russia Nikolay 2 lost his power, and was perished by communist because he restrain his power. Another example France king Ludovik 15, who was very, liberal so lost his power.
History examples suggest, that in country with non educated people restraint of power not impress people, but made them to think that power is weak. But no educated people like strong lieder. In this countries even use of death penalty can provide support of population.
Given statement is true only in democratic and educated modern countries. In them people know, that main source of power is people, so strong lieder should not provide strong manifestations. Even more strong lieder should be able to solve problem without manifestations.
Thus the quotation is not true. It would be true if we write "In democratic countries of all the manifestations of power, restraint in the use of that power impresses people most"
