A positive number x has three digits and ~x is defined as the number obtained by adding 1 to each digit that is less than 9 while leaving 9's unchanged. Which of the following must be true?
I. ~(~x) > ~x
II. ~x ≥ x + 100
III. 3 · x > ~x

(A) none
(B) I, only
(C) II, only
(D) III, only
(E) I, II, and III
