In B,C and E the meaning is changed - it says 100 times more AREA whereas the meaning we need is in the same area the devastation is 100 times greater.......

Also we need to compare the magnitude of quakes in east and west and in the comparable magnitude the devastation in east is 100 times > than that in west...this is correctly explained in D only..
