Reading through the responses above I think I got luck with D. Came down to between D and E.
I used the approach that only D fits best for the subject Elizabeth... and "she" seems redundant in E.
Good responses above though. Learnt through them.

A & B out - 'as she was' is unnecessary for a noun modifier.
C - 'in being' wordy ; 'had scandalized' - past tense is sufficient.
D - correct
E - 'she' redundant ; 'in suggesting' must be 'by suggesting'.
Moreover, in a subjunctive mood 'suggesting' must be followed by 'that+be verb', which makes D correct.
