"it" is ambiguous here in the question. 'it' can replace television but not its rising costs!
therefore (a) and (e) are out.

(b) is out because a greater proportion than in any previous election does not make any sense. what was in greater proportion than in any previous election.

(d) is out too..which is greater than was so??

So the most correct answer is (c)...
