Normally an active voice is preferred over passive voice
I would have chosen Ans a If it would have stated
as bad today as it was yesterday but omission of It was changes the comparison hence would go for C
was bad today as it was yesterday bcoz other choices are not worth considering

Depending on whether the action is being reported in progress or at the end of the day, "is" or "was" could be correct.
