can the word "less" only be used when dealing with something that is not countable?

IMO: We can use,

He has less than 20 Australian apples. - Quantity is countable.
He has lesser than 2000 Australian apples - Quantity is not countable.

Please correct me if am wrong!

Less Can be used in other ways also. See the link.
