My pick is E

Because if the core components do not align with what is tested on the state assessment , additional 1 hour sessions after the school will not help improve the scores on the state assessment

IMO A

Since if a midday study period resulted in no improvement (decline) in math homework completion, the new proposed study hour is likely to have the same effect.
