1) "they" is used to refer "the board", which is singular.
2) here "it" is ambiguous & also seems to refer permitting leaves, but we need to refer to "leaves".
3) "it" refers properly to board, "they" refers to leaves, use of when is justified. keep it.
4) ambiguity here as to what are justifiable. is it permitting of leaves (or) leaves themselves?
5) no need to use future tense in the second part.

Although C is wordy but appears to be the right choice! A, D and E can be easily eliminated and between B and C, C is clearer because of 'They'.
