Defense attorneys have occasionally argued that their clients' misconduct stemmed from a reaction to something ingested, but in attributing criminal or delinquent behavior to some food allergy, the perpetrators are in effect told that thy are not responsible for their actions.

(A) in attributing criminal or delinquent behavior to some food allergy
(B) if criminal or delinquent behavior is attributed to an allergy to some food
(C) in attributing behavior that is criminal or delinquent to an allergy to some food
(D) if some food allergy is attributed as the cause of criminal or delinquent behavior

IMO is B.

First, the question "but......allergy" seems to modify "the perpetrators". because the location of "but...allergy" between comma is the "modifier".
then, what does it modifies? "the perpetrators". But does it make sense? NO!!! the underlined one seems to modify "defense attorneys". That's why we need to eliminate "modifier" phrase, because it does not make sense at all.
Then we can narrow down the answer choice between B and D.
Between B and D, you should learn the idiom by heart.
Attribute to
B, there you go.
By inserting "if" phrase, the sentence makes perfect sense.

(B) if criminal or delinquent behavior is attributed to an allergy to some food
(C) in attributing behavior that is criminal or delinquent to an allergy to some food

Correct answer is actually B. Has to do with idioms and modifiers. This one is in the OG 12.
