OK, so understanding prob correctly, each point must have positive X & Y coordinates.

Since the center of the circle is at (4,7), then the maximum radius is 4 (otherwise, part of the circle would spill over into negative territory (i.e cross Y axis). Therefore, answer is 16pi.
