I have come down to 'A' and 'C'

I think 'A' is better than 'C'.

In 'A', the subject is 'boosting' while in 'C', the subject is 'rates'.
Rates cannot have the impact but the 'boosting' can have.

So I am going with 'A'.

It's all about parallelism:

curbing =>boosting

generate => cut => recover
