X meters/sec = Y kms /hr
Convert the kms into meters by multiplying Y by 1000 (1 km = 1000 mts)
Convert the hr into seconds by dividing Y by 3600 (1 hr = 3600 secs)

==> X meters/sec = ( Y * 1000 )meters/ (60 * 60)secs

==> X meters/ sec = 1000Y/3600 meters /sec

==> X mts/sec = 5/18Y mts/sec

==> Y = 18X/5

Therefore C
