Statement 1 is insufficient because if both x and y are negative numbers, their product could be a positive number larger than 6. Say, if x = -5 and y = -10 then xy = 50 which is greater than 6. However, if x = 1 and y = 2, xy = 2 which is less than 6.
Statement 2 is sufficient because first we know that x is less than 1. And second, y is positive or negative squrt of 6. No matter which way y goes (negative or positive), xy will always be less than 6.
