presume <> means not equal

I would say:

I) not sufficient as it works for both x=0 and x=4
II) not sufficient as x can be any number but 3

together not sufficient because still x=0 and x=4 works

I would go with E

squaring both side and finding the roots of the quadratic eq
(x-2/3)(x-8/3)>0
X<2/3 or X>8/3 NOT SUFF

2)xnot equal to 3 -NOT SUFF
combining both NOT SUFF
