Statement (1) mentions that x/(y+1) < 1 which means x<y+1. From this there are two possibilities (given that x>1 and y>1) x=y or x<y. Hence not sufficient

Statement (2) mentions that x< y-1. This can be true only when x<y. hence sufficient.
