Coordinate Geometry OG 121 DS

Someone please help me understand this one below and the strategy you use to solve it.

In the xy plane, region R consists of all point (x,y) such that 2x + 3y <= . Is the point (r,s) in region R?

(1) 3r + 2s = 6
(2) r<=3 and s<=2

I can grasp the answer from the OG however I'm wondering if there is a better way to approach this than simply trying out numbers.
