This question can be solved with TESTing Values...
We're asked if one calculation is equal to another. This is a YES/NO question.
Fact 1: X cannot = 3
If X = 4, root(1) does NOT equal (3-4) and the answer to the question is NO
If X = 2, root(1) does equal (3-2) and the answer to the question is YES
Fact 1 is INSUFFICIENT
Fact 2: -X|X| > 0
This tells us that X MUST be negative
If X = -1, root(16) does equal (3 - (-1)) and the answer to the question is YES
If X = -2, root(25) does equal (3 - (-2)) and the answer to the question is YES
If X = -3, root(36) does equal (3 - (-3)) and the answer to the question is YES
The answer remains the same as long as X is negative.
Fact 2 is SUFFICIENT
