IMO D.

Point K lies in the 4th quadrant,where x is "+" and y is "-"

1. (-4,2) lies in the second quadrant.so (w,v) is also in 2nd quad.Hence sufficient.

2. -2v = -4 so v =2 and w=-4.Hence co-ordinates of the point are (-4,2).Again Sufficient.

1.(w, v) lies in the same quadrant as (-4,2).

2. (-2v, w) lies in the same quadrant as (-4,-4).

Both the statements are SUFFICIENT.

(w,v) lie in the fourth quadrant where w>0 and v<0

Statement 1: (w,v) lies in quadrant 2. (w,v)doesn't lie in quadrant 4. SUFFICIENT.
Statement 2: w=-4<0 v=2>0 lies in quadrant 2.(w,v)doesn't lie in quadrant 4. SUFFICIENT.

D is the answer.
