-y<x
y > -x
if x= 4
y > -4

y could be -2 or 4, since we have both the cases i.e. positive and negative. Insufficient.

Combining (1) & (2)
7x > 2y
7x/2 > y
y>-x

we get a range

-x < y < 7x/2
y can be negative as well as positive. Insufficient.

Thus, E is the answer.
