1) the average of q and r is s
2) the sum of q and r is t

"the answer is E Just because one isnt sure that either these numbers are positive or negative integers and one should also consider decimal and non-decimal integers"-----> am i right or their is something else in this question which i dont know?

Yes, you are correct about the positive-negative scenario but decimal-fraction has nothing to do here.

Both statements together: As average of q and r is s, s must be between q and r. And as sum of q and r is t,
  • t must be smaller than both q and r, if both q and r are negative
    t must be greater than both q and r, if both q and r are positive
    t must be between q and r, if both q and r are of opposite signs
Hence, any of q, r, and t may be greatest among four.

Not sufficient

The correct answer is E.

Consider the following two cases,
  • p = 1, q = 1, s = 1, t = 2 --> Greatest = t
    p = -1, q = 1, s = 0, t = 0 ---> Greatest = q
