1) q is an even integer.
2) q is not a multiple of 5.
The reason i am posting this is, I could not able to understand the question????? Or is it the Question is wrong?

The tens digit is irrelevant.
The determine the units digit of q, we need to raise the units digit of q to the 4th power.
The units digit of the result will be the units digit of q.
Statement 1: q is even.
The units digit could be 0,2,4,6,8.
0 = 0, implying a units digit of 0.
2 = 16, implying a units digit of 6.
Since the units digit can be different values, INSUFFICIENT.
Statement 2: q is not a multiple of 5.
The units digit could be 1,2,3,6,7,8,9.
1 = 1, implying a units digit of 1.
2 = 16, implying a units digit of 6.
Since the units digit can be different values, INSUFFICIENT.
Statements 1 and 2:
The units digit could be 2,4,6,8.
2 = 16, implying a units digit of 6.
4 = 16*16. Since 6*6 =36, the units digit = 6.
6 = 36*36. Since 6*6 =36, the units digit = 6.
8 = 64*64. Since 4*4=16, the units digit = 6.
In each case, the units digit of q is 6.
SUFFICIENT.
The correct answer is
