10th's digit of 10d is nothing but hundredths digit of d, which is 7

thousandths digit of d/10 is nothing but hundredths digit of d, which is 7

Hence D

the concept that is tested is

(1) If you multiply a decimal by 10, digits after the . will shift towards the left for each multiplication by 10

(2) If you divide by 10, digits after the . will shift towards the right for each division by 10
