I too got this one wrong.. bt apparently the trick lies in the words "in the same plane"

a) we definately know that X lies outside the circle. But no info abt Y - Insufficient

b) No info abt the circle centre as in distance between X and P or Y and P - Insufficient.

A n B together,

X----4.5----P---4.5---Y, coz distance between X and Y is 9.

therefore, Y lies outside the circle. Or its better to say that Y can never be inside the circle given the conditions. Hence sifficient.

Answer C.
