I think the answer is B, statement 2 is sufficient.

the question asks is m/r = x/y

Statements 1 says that m/y = x/r. If m = x and r = y, the answer to the question is yes. But let's substitute m/y with 5/10 and substitute x/r with 1/2. They are both equal in ratio value but m does not equal x and r does not equal y. Plug these new values back in the original question, you'll have m/r = 5/2 and x/y = 1/10. They are not equal, and the answer to the question would be No.

Statement 2 says that (m+x)/(r+y) = x/y. I cross multiplied the equation like this:

y(m+x) = x(r+y)
ym + yx = xr + xy
ym = xr
m/r = x/y

sufficient.
