IMO:A

a. 20% of 0.02 is 0.004 (0.004 is less than 10% of 0.02+0.5) sufficient
b.
i) 20% of 0.02 is 0.004 (0.004 is less than 0.02+0.5)
ii) 20% of 100 is 20 ( 20 is greater than 10% of 100+0.5 which is 10.05)
insuff

Algebra can help:

Which is greater:
0.2n or 0.1(n + 0.5) (treat it like any other inequality)
0.2n or 0.1n + 0.05
0.1n or 0.05
n or 0.5

So, to answer the main question, you need to answer this much simpler question:
Is n greater than 0.5?

Statement 1 allows us to answer, Statement 2 does not
