Confusing Percentage Question

In City X, a television ratings service estimates that the number of televisions tuned to a certain program represented 44 percent of televisions turned on at the exact time the program was aired. How many televisions in City X were tuned to this program?

(1) There are 1,000,000 televisions in City X.
(2) Fifty-six thousand televisions in City X were turned on but not tuned to the program.

Can anyone explain this question to me? I think the wording is very confusing. Thanks!

statement 1. total number of Tv .... doesnt help us with number of TV tuned in....Insufficient

Statement 2.

56,000 Tvs were turned in but not tuned in to the program

from the Question stem we know

out of 100% televisions turned on:

56% not turned to the program

44% tuned to the program

so this 56,000 constitute 56%

we are concerned abt the 44% .

hence the 44% will be 44,000.

thus B.
