IMO B
sqrt((x-3)^2) = 3-x
=> |x-3|=3-x OR |3-x|=3-x
this is true when 3-x>=0 => x<=3
and this is false when 3-x<0 => x>3
now statement 1 - x can be >3 or <3 hence insuff.
st. 2: this tells that x<0, hence x<3 => |3-x|=3-x
2 is suff. Hence B.
