(1) is obviously NOT SUFFICIENT.
(2) is also NOT SUFFICIENT.

Combining (1) and (2) we have a > 0 or a is positive. But we cannot say anything about b.
If b = positive then x = negative
If b = negative then x = positive
If b = 0 then x = 0
So, nothing can be said about x.
