I think in the first statement it is |T-3|<1

Ok... We know that absolute value is always greater than 1.

So in 1st statement,only two options with us,

Either t is 3 or t is fraction--insufficent

Stmt2--t not= 3--insufficent

Combining both,We can conclude that T is a fraction.--Sufficient

Hypothetically if T was 3 then |0|= 0


Your conclusion is right i.e if T is not equal to 3 then T has to be a fraction fo it to be less than 1
