I think is D.

In both cases you could say t=0

Correct me if I am wrong.

Statement 1: r<1/3

t could be 0,1,2 and still satisfy this equation. Insufficient.

Statement 2: r<1/10 (.1)

t can only be 0 to satisfy this equation. Sufficient.

Answer is B.

It is B.

For statement 1 instead of 1/3 I copied 1/13...that was 0.07...

Another thing to keep in mind is to copy the numbers correctly! :D
