One view of the economy contends that a large drop in oil prices should eventually lead to lowering interest rates, as well as lowering fears about inflation, a rally in stocks and bonds, and a weakening of the dollar.

I'd say B here. Every other choice seems to imply, though the sentence's structure, that a rally in stocks and bonds will be lowered. That just doesn't make sense. Choice B parallels a lowering of interest rates with one of fears about inflation, and then lists the other two elements, making it clear that what should be parallel is a lowering, a rally, and a weakening.
