Since it is not mentioned that z & T are integers.

From Stmt 1: Z can take any value less than 9 & hence not sufficient.
From Stmt 2: Substitute t = -5; you will get Z>3/5 which can be less than or greater than 4 & hence not sufficient.

Combining: -3/5<Z<9 not sufficient.

one of z and t is +ve and other is negative.
is z < 4?

a. z < 9
z can be positive or negative.
NOT SUFF

b. t < -4
z must be +ve but could be >4 or <4

combined,
Z must be positive and <9
but again it can be > or < 4
