Doubt in 2 options

Question : A natural response of communities devastated by earthquake or flood is to rebuild on the same site, overlooking the possibility that the forces that caused it could be repeated

a. overlooking that the forces that caused the disaster could also cause another one
b. without considering that the forces that caused the disaster could also cause another such disaster.

Dont know how to approach b/w these two options.

I don't know what other options were available but between these two, B is better.

A. Overlooking what? You overlook a possibility, a fact etc.. 'Overlooking that' is incorrect usage
B. Look at the pronoun 'it' in the original sentence. It intends to refer to earthquakes and floods but 'it' is singular and incorrectly used. Therefore, disaster is a better choice.

I prefer to go with E.

The fatal problem with C is that the phrase beginning with "overlooking" is placed so as to modify, illogically, "the same site.

in C "another one is wroing"
