My approach - if the word "specifically" is omitted or used as an appositive then the meaning of the sentence changes...hence C,D and E are wrong..the whole point of the sentence is the word "specifically", u cannot omit it

A and B are divided only by a comma and a period. A is wrong because "Specifically whether the projects would pose an unjust burden....." cannot stand on its own after a period.....

safely choose B, although the use of "will" and "would" are debatable.... but defensive arguments can be built around them

Any new project "will" definitely have an impact on local populations, however, the new project will not pose an unjust burden for sure..hence the usage of the uncertain future tense "would" is perfectly warranted...

As Vidyasagar said, the use of "will" and "would" perfectly delivers the idea. In D, the meaning changes though i think nice parallelism is there. the second one describes the first one so and is not necessary.

I agree with rahul.s and would pick C.

There is nothing wrong with 'and' usage with the same subject 'new government projects' in option C.

In general, I have never seen usage of word 'specifically ' without a comma following it.

My answer would be B
C is incorrect because the meaning of the sentence is altered. C is assuming that unjust burdens will be posed and B wonders if it would pose an unjust burden.

VikingWarrior has correctly pointed out the change in intent. However, I still have some doubts with correct answer choice.

First, we have 2 separate closely related but independent clauses here with their own sub+verb. We should be using a semi-colon instead of comma to join them.

second, 'specifically' is a Conjunctive Adverbs and as per the rule, A semicolon and a comma are used together when a conjunctive adverb separates two main clauses.
