Sentence correction tense doubt

Hi,
This is a general doubt. I read that the usage "has+ past participle" must be used only if an action ( or its effect ) continues into the PRESENT.

So is the following statement right or wrong ?

She has lived in England and Canada, and first came to the United states in 1970 to study at the Iowa Writers' workshop.

The statement is correct. There are two types of events mentioned. One - that during all her life she HAS LIVED in Canada and England for some time - we don't know when. The time when this action took place is of no importance obviously. What counts is the fact that she HAS.
Two - she came to the United States in 1970. Since a date is provided, the time is important and the past simple tense must be used.
