The CEO has proposed a new policy requiring that employees should retain all pensions indefinitely or be allowed to cash them in at retirement.

a)that employees should retain all pensions
b)that all pensions be retained by employees
c)the retaining by employees of all pensions
d)employee's retension of all pensions
e)employees to retain all pensions

my doubt: is not the end construction "be allowed to cash them in at retirement" of option E wrong? the correct sentence would have been: ".....requiring that employees be allowed....."

E: a new policy requiring employees to...be allowed.
This meaning is contradictory:
Employees cannot be REQUIRED to be ALLOWED.

The SC above does not have a correct answer.
