What do you mean roughly 700? What was your score on the practice test? You need to provide more info on your score breakdowns. If your Quant is 44 maybe you need to spend more time on improving your verbal? Of the two sections verbal is more critical for improving your overall score from what I have read.

This is a hard one for a lot of people to grasp... Often they will claim competence of the fundamentals, but then struggle on the problems. Really this means you have to be more comfortable with the fundamentals because recall of how to use things is extremely important.
