Option A: While in Germany it is just over 33 %---it has no clear referent and is not clear whether it refers to energy or nuclear power.

Option B: incorrect comparison. Your comparing 'derivation of energy in France' with 'Germany'.
Plus 'Germany, which uses just 33%' ---- 33% of what!!!

Option D: changes the meaning. It seems to mean as if 33% of the energy used in France comes from nuclear power in Germany, this is obviously the incorrect meaning.

Option E: unclear use of 'it'.
